The Project Start Up Phase of the Project Life Cycle
The project start up phase formalizes and creates the project proper. Prior to project start up, the business may have identified a need, such as a new product or an operational shortcoming, and created an outline budget for a new project. The project start up phase, however, establishes an agreement between the project sponsor and the project manager about what is actually required to meet that need.
